The AMF is in the process of implementing its “Universal Node to ICOs Research & Network” (UNICORN). To this end, back in October 2017, various stakeholders were invited to share their views on how to regulate these new types of blockchain offerings. The AMF recently published a summary of the consultation. It concludes with a proposal on how to regulate ICOs. The consultation document also includes a presentation of ICOs, a warning on the risks they present, a legal analysis of ICOs with respect to the rules overseen by the AMF, the regulatory options proposed by the AMF, and the option preferred by the stakeholders.
