On 15 October 2024, the European Supervisory Authorities (ESAs) issued an Opinion on the European Commission’s (EC) rejection of the draft ITS on the registers of information (RoI) under Regulation 2022/2554/EU (DORA). For the ESAs, adding an additional identifier, allowing EU-based companies to use the European Unique Identifier (EUID), would cause unnecessary complexity and could negatively impact the implementation of DORA by financial entities (FEs), competent authorities (CAs) and the ESAs. Moreover, introducing the EUID in the RoI would limit the access to, as well as the possibility to verify, the information by FEs and CAs.

The ESAs’ Opinion indicates how the draft ITS should be adapted to cater to the use of the EUID. The ESAs call upon the EC to issue a final decision on the use of identifiers and to swiftly adopt the draft ITS. They also call upon FEs to step up their implementation efforts so as to be ready to submit their RoI to the CAs in the first half of 2025.
