On the 2nd of May 2025, the UK Financial Conduct Authority published a Discussion Paper on its approach to regulating crypto-asset activities. In particular, the FCA seeks feedback on how it regulates trading platforms, intermediaries, staking, lending and borrowing, and decentralised finance, as well as the use of credit to purchase crypto-assets. The Discussion Paper is part of the FCA’s crypto roadmap, which establishes a timeline for consulting on future crypto-asset regulation and deals with, among others, market abuse, admissions and disclosures, stablecoins and custody, and prudential considerations.

The deadline to submit comments to the Discussion Paper is the 13th of June 2025. Interested stakeholders are invited to share their views via the following online response form or by emailing dp25-1@fca.org.uk.
