Council of the EU publication of its final compromise texts on PSD3 and PSR with a view to agreement with the European Parliament, 24 April 2026

On the 24^th of April 2026, the Council of the EU published its final compromise texts on the European Commission’s proposals for a Payment Services Directive (PSD3) and for a Payment Services Regulation (PSR), with a view to agreement with the European Parliament. These texts were presented by the Council’s General Secretariat to the Council’s Permanent Representatives Committee on the 17^th of April 2026. Several provisions in the final compromise text on the PSR refer to the Markets in Crypto-Assets Regulation (2023/1114/EU, MiCAR).
